The XXVIII Meeting of the Intergovernmental Council approved the two Diagnoses on Public Policies and Gender Policies, carried out by consultant Guadalupe Basualdo.

Both diagnoses were entirely financed through the voluntary contribution granted in 2022 by the Spanish Agency for International Development Cooperation (AECID) to the Iberarquivos programme.

GENDER POLICIES

The introduction of a gender perspective in analysing archival institutions implies the recognition of gender differences, allows for the measurement and development of and makes it possible to measure and develop information on the impact of these differences and any gaps.

This report is a contribution to consolidating information and for the opening up and exchange of policies and good practices of the institutions that are part of the Iberarchives Programme, so that the members of Ibero-American archives can develop, strengthen and exchange knowledge about the practices, policies and form that the gender perspective has taken in each institution.

ARCHIVAL POLICIES

This survey process sought to record and describe the evolution of existing public archives policies by country.

The survey had specific focuses of interest: mapping existing instruments for evaluating the implementation of policies, electronic management, legislation, access, transparency and good governance.

It also surveyed the resources invested by archives and identified public archival policies that contribute to the 2030 development goals.

Finally, a diagnosis was made of the degree to which the Madrid Declaration, issued in Madrid on 12 November 2019, has been taken up by higher levels of government and its impact on archival policies.
